Sadly that is a question with no truly objective answer. It is most often determined by public perception of the substance in question and the laws pertaining to it. If there were no drug laws, use would cross the abuse boundary when the substance has an adverse impact on your ability to function. Because controlled substance classifications are not based on true abuse potential or mortality risk, the societal reality is that when you use an illicit drug you are abusing it.
