Do you think drug addicts feel bad when they or their kids (who are drug users) get pregnant by mistake and have kids?

Depends on what kind of person they are and how addicted they are.
If someone is a bad person and is moderately addicted then he/she will likely not feel bad because of the drugs.

If someone is moderately addicted but is a good person then he/she will likely feel bad.

If someone is extremely addicted and the drugs are everything for him/her the person will probably not feel bad at all.

That’s sort of an insensitive question. In life, people get involved in circumstances that they never imagined happening. When a child is born to an addicted mother I hardly think her intent was to cause harm. Many women who have drug problems manage to summon the strength to get clean for the duration of their pregnancy. Why don’t we talk about that?
