Liberal cities like San Francisco and New Orleans have the worst crime rates and the worst social problems, like drug abuse, teenage pregnancy, and homelessness, despite having the most government social programs. Are liberal policies actually counterproductive?

Yep. Not to mention law abiding citizens cannot carry firearms, which is basically like offering the city up to gangs on a silver platter.
